Community Clean-Up Day has been completed, and we want to sincerely thank the one volunteer who took the time out of their busy schedule to help with community needs.
There are still a few tasks remaining, but the work already completed is greatly appreciated.
We truly could not operate without volunteers.

Pool Opening Celebration
This Sunday, May 17, from 1:00 PM to 2:00 PM, the Frosty Flounder Ice Cream Truck will be at the community clubhouse.
The HOA will be providing $6 tickets to the first 50 guests who arrive. A $6 ticket will allow you to purchase almost anything from the truck. Her most expensive items are around $8, and many of the most popular items are around $4. If you would like to purchase something over $6, you may pay the difference, but there will be plenty of options available for $6 or less.
We will also have hot dogs and chips available as we celebrate another year of our pool opening.

Pool Reminders & Recent Vandalism
The pool has opened, and we have already had many visitors from within and outside our community. Unfortunately, some of these visitors have been unattended teenagers from outside our community who seem to enjoy vandalizing the bathrooms as much as they enjoy swimming.
Please help us prevent this.
If you are asked to open the gate for someone, please do not allow them access unless you know they are a resident or a guest accompanied by a resident.
Please remember that all guests and children under the age of 14 should be accompanied by a resident. Children cannot supervise other children.
If you see something concerning or someone trespassing, and you are not comfortable addressing it, please reach out to a board member or call 1-252-888-9080.
We hope the new reclining pool lounges and refurbished lounges are being enjoyed this year, and we look forward to continuing to replace some of the old furniture as we are able.

Community Garage Sale & Donation Pickup
Our community garage sale will be held on:
May 30
8:00 AM to 1:00 PM
After the community yard sale, Loaves & Fishes will be coming through the neighborhood on May 30 starting at 1:00 PM to collect donation items. They will be dedicating the afternoon to our community.
This is a great opportunity to donate any unsold items that are still in good, usable condition. They are looking for items they can resell, such as:
• Working appliances
• Usable furniture and household items
• Quality home goods
Please help us share our community garage sale with people outside our community by word of mouth, extra signs, Facebook, and other social media.

Dock 1 Update
You will likely see some additional work happening at Dock 1. The dock did pass inspection, but we have noticed some missing screws, screws backing out, and areas that need additional reinforcement. The original contractor will be coming back out to address those items.

Friendly Reminders from Recent Complaints
Below are some friendly reminders based on complaints we have recently received:
- Some neighbors are having issues with cats getting into raised gardens and leaving waste behind. Please remember that all animals outside the home should be on a leash.
- There have also been many complaints about dog waste being left in yards. Please carry bags with you on your walks and clean up after your animals.
- Another frequent complaint is trash cans. Please do not leave your trash can at the side of the road longer than necessary for trash service. Ideally, trash cans should be put out the night before pickup and brought back as soon as possible after pickup. We do understand that people sometimes leave town and may need to place garbage out a little early, but this should not be common practice.
- We have received many complaints about cars being parked on the side of the road for a long term. Cars should not remain on the side of the road or in front yards for a long term or unused. We understand temporary guest parking or temporarily shuffling cars, but no lot owner’s vehicle should remain parked anywhere other than the driveway, garage, or overflow parking for an extended period of time. Overflow parking is available where the basketball goal was previously located.
- We have also received complaints about long-term parking at the clubhouse. There is overflow parking available near the old basketball goal for short-term parking. Common areas are not meant for long-term parking or storage. Please refrain from parking on the grass in our common areas.
- Lastly, we have had several complaints about yards collecting items and looking less than ideal. Please do not use your front yard to store items long term.
Many of these complaints have come in without directly identifying the owners and with requests for general reminders to be sent instead of notices. Notices will be sent if complaints continue.
Please also know that we do not currently have a Violation Committee. The board looks into complaints we receive, but there is no committee actively driving around looking for violations. Often, if an issue is not brought to our attention, we are not aware of it.
We are currently working on a form to file complaints. Once that form is available, we will make the community aware.

School Bus Stop Traffic Reminder
Traffic can become congested at school bus stops when children and cars are present.
Please use extra caution in these areas.
If you would like to avoid school bus activity, there is currently no bus activity at the intersection of
Eastman Creek Drive and Tuttles Grove.

Upcoming Ditch and Road Project
We have received two bids for the ditch project through Arendell Engineers. They have worked for months attempting to obtain a third bid but have been unable to do so.
The road committee met last month and had a few questions for the engineers before we look at moving forward with this project. This will likely be a multi-year project, beginning in the areas identified by the engineers as the most problematic.
We plan to hold an open informational meeting soon, led by one of the engineers from Arendell. They will explain what they surveyed, what needs to be done, why it needs to be done, and what that work will look like for homeowners.
Once we have a date set, we will notify the community. We strongly encourage homeowners to attend so you can hear the information directly from the engineers. No one can explain the project better than they can.
From there, we will move forward with open discussion and additional meetings with the community.
This is not a cheap or quick project, but it is necessary as we continue working to maintain our roads. Please plan to attend these meetings.

Volunteers Needed
With the rising costs of contractors, regular upkeep, and maintenance, we are making budget, but barely.
We are also lacking volunteers for committees and work days. Our community cannot continue to operate and move forward with needed projects without volunteers helping keep things running.
Without volunteers, we will reach a point where we have to hire out more work, from simple maintenance and upkeep to possibly full-time management. None of that is cheap, and it would almost certainly require dues to increase significantly in order for the community to continue operating.
We currently have five board members, an architectural committee, and a road committee.
The Architectural Review Committee will soon need a seat filled. This committee is required by our covenants, so it is very important that we find a volunteer for this position.
There are many ways you can volunteer to help keep our community’s expenses as low as possible and keep the community running.

Covenants Committee
We need a Covenants Committee if we want to consider any changes before the covenants are renewed.
Ideally, this committee would consist of 3 to 5 people of different ages and different viewpoints. Any changes to our covenants require a yes vote of two-thirds of all members, unlike regular meetings, which only require two-thirds of voting members.

Events Committee
We could also use volunteers for an Events Committee.
We have some exciting events planned this year, but volunteers to help bring these events to life would be greatly appreciated.
Ideally, this committee would have 3 to 5 people of any age. Volunteers simply need to be people who enjoy gathering with neighbors, having a good time, and helping plan and coordinate community events.

Lastly, we would like to create a list of people who are willing to volunteer for general needs, such as small repairs, painting, helping with deep cleans, organizing items, and other tasks around the community.
Many tasks can be completed on a volunteer’s own time instead of requiring an organized work day.
If you are interested in volunteering in any capacity, even if you do not want to join a committee, please let us know.

Community Updates
Ditch Project
We have received a second bid and are waiting on a third bid for the ditch project.
The board is currently compiling all details to share with the community so everyone stays informed and up to date.
We’ll provide that information as soon as it’s ready.
Dock #1 Project
The Dock #1 replacement project is expected to begin the week of
November 17, 2025 (weather permitting)!
Clubhouse Maintenance
The clubhouse stairwell has been freshly painted, improving the overall appearance and giving it a cleaner, more polished look.
The rails were also painted and look shiny and new!
Dock Walkways
We’ve begun creating walkways through the grassy areas leading to the docks to make access easier and cleaner, especially after rain.
Dock Assessments
Dock assessments were due November 1.
If you have not yet submitted yours, please do so as soon as possible.
Your timely payments help us keep projects moving forward.

Board Election Information
Board of Directors Election Notice
The annual meeting of Eastman Creek Landing Homeowners Association will be held in December 2025.
Date to be announced as soon as possible.
Members interested in running for a position on the Board of Directors must submit their names for nomination by 5:00 PM on November 22, 2025.
Please email your intent to run, along with any information you would like shared with the community, to:

Electronic voting will open at least one week prior to the annual meeting and will close at the conclusion of the meeting.
Nominations received after the deadline will not be included on the ballot, and no floor nominations will be accepted once voting has opened.

As we prepare the December meeting materials and ballots, please also make sure we have the correct AUTHORIZED VOTER listed for your household.
The AUTHORIZED VOTER is the person who will receive the voting materials and will be the only person eligible to cast a vote for that lot.

Board Meeting Update – August 21
At our most recent Board meeting, we discussed:
- The ongoing work needs of the community
- The budget moving forward
- The status of major projects, including the road and dock projects.
- Dock Committee Chairman Michael Kaiser shared the latest updates on the dock (more information below about docks)
- The Board also discussed the creation of a Recreation Committee to help with pool maintenance, playground planning, and other enjoyable community activities.
We sent an email following the meeting asking for volunteers to participate in the Recreation Committee.
So far, we have not received any responses, but we would still love to hear from anyone interested in joining this needed committee.
Next Board Meeting: Tuesday, October 28, 2025 at 1:30PM at the ECL Clubhouse.
Looking ahead, our Annual Meeting will be held in December.
If you’re interested in running for the Board, now is the perfect time to start thinking about it! We’d love to hear from you and help you learn more about what’s involved. The current Board is happy to assist with information, answer questions, and even help distribute campaign-style materials for anyone interested and eligible to become a Board member.

Covenants Committee.
We are always in need of volunteers to help complete small tasks around the community. If you are interested in joining a committee or simply lending a hand, please reach out. It would be great if we could organize a few volunteers for some fall cleanup and painting projects to keep the neighborhood looking its best.

Drainage and Ditch Project
The Board met with Arendall Engineers to discuss progress on the drainage and ditch project. The survey has been completed, and we have received one quote for the work. We have asked the engineers to attempt to obtain at least one more quote before moving on to the next step.
Road Funds Update
The Board agreed to temporarily pause moving the “road money” back to a separate account until we could review current interest rate information. Once that information was received, the Board held a brief follow-up meeting and unanimously voted to move the funds back into their own designated account. The money will remain properly earmarked for road-related expenses only.
Dock Project
Michael Kaiser has stepped up to lead the Dock Committee in Ben’s absence, and Ben will continue to stay updated on the project he worked tirelessly on. We are waiting on an official start date and will update the community as soon as that information is confirmed.
At this time, we are currently expecting work to begin in the first two weeks of November. The current plan for storing materials during construction is to keep them in the cul-de-sac areas of Shipmast in a manner that will not block any driveways. Once construction begins, the dock project is expected to take approximately four to five weeks to complete.
Friendly Reminder: Dock assessments are due by November 1, 2025.
Pool and Landscaping Updates
The pool filters are leaking a small amount of sand into the water. Our pool company confirmed that it was safe and would not result in damage to wait until after the pool season to replace the necessary parts.
The board opted to wait instead of closing the pool for maintenance.
The POOL is now closed as of October 1, 2025
Thank you to the volunteers who helped to carry and stack the pool furniture into storage before the wind blew it away!
Repairs, Maintenance, and Safety Updates
Dock Repairs: In August, one of the dock’s major supporting components was replaced, andanother was repaired. Both repairs were completed at no cost to the community.
Pool Retaining Wall: A section of the pool’s retaining wall was repaired. This issue was originally evaluated in early spring by our pool company and was expected to be a significant required expense. However, the repair was completed at no cost to the community.
Fire Extinguishers: All fire extinguishers were inspected this month, and minor repairs were completed as part of our annual fire inspection to ensure everything remains up to code and in working order.
Painting Projects: Some of the planned painting around the community has begun, thanks to our dedicated volunteers. Painting will continue as the weather cools and becomes more manageable.

WE HEAR YOU!
We heard your concerns about overgrown empty lots. Landscaping crews attempted to address overgrown areas that had been reported as safety concerns. They attempted to cut vegetation back to the property lines along roadways; unfortunately, this work was stopped by people approaching them and telling them to leave. We are still working on addressing these concerns with the property owners.
Trash Cans: Please bring trash cans back from the curb after pickup and store them out of street view by the evening of collection day. We have received several complaints about this issue. The complaints did not list specific homeowners but were general concerns from residents who requested that we remind the community to do this.
Community Matters and Appreciation
We recognize and apologize for the lack of community events this year. Unfortunately, we have had a multitude of urgent matters requiring attention, including pool fob issues, board member replacements, wasp control, ongoing dock repairs to keep it safe until replacement, special meetings, and follow-up business outlined in prior newsletters and emails. Additionally, we have had to address ongoing neighborhood conflicts, complaints, and legal matters, which have limited our ability to focus on social activities. Despite these challenges, we want to extend a sincere thank you to all community members who have stepped up, volunteered, and helped us keep things running smoothly.
General Information
Please be aware of the following updates for those who may have missed prior communication.
The Board has moved completely to the use of Easy HOA. All community business is now managed through this platform, including forms, requests, emails, complaints, and newsletters.
You must be logged into your account to properly submit a form or request. If you have not yet signed into your account and need assistance, please reach out for help. All payment methods remain the same and continue to be handled through Chalk and Gibbs.
We chose not to use Easy HOA’s financial system, as Chalk and Gibbs continue to be an invaluable resource for our community.
As with any new and technologically related, there have been a few challenges with the transition. However, Easy HOA’s support team has been quick to correct any issues. If you ever submit a request and do not receive a confirmation notification, please contact us immediately.
We make it a priority to respond to all communications promptly.
Please note that we no longer regularly check Gmail accounts. All communication should now be directed through the Easy HOA platform, official email, or community phone number. You may leave a voicemail or send a text, we check this account regularly for notifications. If there is ever a community emergency, please continue to contact one of the Board membersdirectly.
Violations and Complaints
All notices of violations and violation reports are complaint-driven since we do not have a violations committee. Please know that if we reach out to you about a problem or concern, it is because it was brought to our attention, with the exception of late payment notices. We are always happy to help resolve problems when we can. If you need assistance with something or have an issue you would like to discuss, please reach out. We are here to help whenever possible.
Lastly, please remember that the Board does not monitor or have any official affiliation with the community Facebook page. If you need assistance, have a question, or need to report a concern, please reach out through the official methods listed above.

The purpose of the meeting is to address the Board's recent decision concerning the community playset.

2. How and why the decision was made in the best interest of the community.
3. The potential financial impact that not making the decision could have had.
4. The actual financial impact the decision had.
5. How the revised plan will affect the community going forward.

7. Proposed next steps to address concerns and move toward resolution.
Following the presentation:
- The floor will be opened for member questions relating to the matters discussed.
- Each member may ask one question at a time, and the Board will respond before moving to the next.
- If multiple questions are presented, each participant will be limited to two minutes per turn to ensure fairness and allow participation from all members.
No other business will be conducted at this meeting.

Purpose of the Special Meeting: The Board of Directors has called this Special Meeting to present the proposed replacement of the community dock 1 and to allow the membership to vote on how the project will be funded.
At this meeting:
- Ben Woodard, Head of the Dock Committee, will present the current condition of the dock and the need for replacement.
- The Board will present two funding options for the membership to consider.
- Members will have the opportunity to ask questions related to the presentation and funding options.
Question Format:
- One question will be asked and answered at a time.
- If multiple questions are presented, each participant will be limited to two minutes to ensure everyone has the opportunity to speak.
Voting Information: All voting will be conducted electronically through Easy HOA.
- Each homeowner will be able to cast their vote directly through Easy HOA.
- You do not need to attend the meeting in person to vote.
- All homeowners will receive a notification with full details and voting access immediately following the meeting.
- Proxies are not required, and each homeowner will be able to cast their vote directly online.

Eastman Creek Landing Residents,
The 2024 Board of Directors made the decision to increase dues 10%, and the increase was included in the 2025 proposed budget that was distributed in November.
Marina slip owner dues were also increased by 10%. It needs to be noted, the 2/3 HOA match of marina dues was listed as $8640.00 for 2025. However, due to the 10% marina dues increase that was approved in the 2025 budget the accurate 2/3 HOA match amount is $9504.00 for the 2025 fiscal year. It is reflected as such in the 2025 budget attached to this email. The board will be reaching out to Chalk & Gibbs and the community attorney in an effort to ensure this numeric correction is allowable, since it was calculated incorrectly on the 2025 proposed budget. This discrepancy was not intentional, unfortunately, human error happens, we wanted to bring it to everyone's attention and we appreciate your understanding!
We understand the email from Chalk & Gibbs this week may have caused some confusion. To clarify, the quarterly homeowner dues amount for 2025 is $160.63, the annual amount is $642.52. Per the community covenants, quarterly dues are due at the beginning of each quarter. Due payments may be made 1 of 3 ways.

The 2025 board took over on January 1st and gained access to the HOA email account on January 2nd. Since the 2024 annual meeting minutes were not distributed previously, the 2025 board has been working diligently to fill in the blanks and dispense accurate minutes. They are attached to this email.

Crystal Thomas - President
I’m Crystal Thomas, many of you know me as CT. My family and I moved to Eastman Creek in September 2020 because of the welcoming, lively atmosphere and we knew it was the perfect place to call home. I’m looking forward to serving on your 2025 HOA board. I am committed to fostering transparency, open communication, and ensuring everyone’s voice is heard. Together, we can make meaningful progress and continue building a community we’re all proud to call home.
Andrew Fedynich - Vice President
I’m active duty military and moved to ECL in January 2023. I enjoy living in the neighborhood and love all the amenities and neighbors we have. I look forward to working with the other board members and neighbors to hopefully facilitate a friendly and productive year for the community.
Lyla Pietromonico - Treasurer
Hi, I am Lyla Pietromonico (AKA Keithley). We have been homeowners in Eastman Creek since 2009 and have been part-time residents until September of 2024 in which we sold our house in New Jersey and made our permanent move to this wonderful community. I retired in March of 2024 from a career in Human Resources that spanned the past 24 years. I am looking forward to bringing my years of leadership experience to this role and am committed to being fully engaged and committed to a productive board. I love this community and am excited about the year ahead of us.
Kinsley Graves - Secretary
My family and I have been residents of ECL since August 2022. I serve in a full time capacity as the Chief of Staff for a medical direction agency and non profit education program based out of Oklahoma. This is my second year on the board, and I am excited to continue to bring my professional expertise to the table as we work to ensure a proactive and transparent year for our community. My goal is to help foster a culture built on kindness, collaboration, effective communication, and forward progress, ensuring ECL remains a place we’re all proud to call home.
Laura Clemmons - Member at Large
I've lived in Eastman Creek since April of 2009. We rented a house for 3 years and then purchased our house where we currently reside. I love our neighborhood and enjoy the friendships that have been made over the years. I'm always willing to help anyone, no matter the size of the job. I look forward to serving our neighborhood in community events and any other way needed.
We are looking forward to a productive year ahead.

The Eastman Creek HOA Board of Directors is pleased to announce the launch of the EasyHOA system in Spring 2025! This new system will provide up-to-date access to reports, news, events, and community gatherings. Neighbors can access the directory and their personal accounts anytime by logging in. Property owners will also receive text alerts and announcements to stay informed.
