What is an HOA?
A Homeowners Association (HOA) is a private, legal organization in a residential community that establishes and enforces rules to maintain property values, aesthetics and common areas. The HOA for a community is run by a board of elected residents. HOA’s collect mandatory fees to cover maintenance, insurance and amenities. The purpose of an HOA is to manage shared spaces, uphold community standards and preserve property values. The rules and regulations are detailed in the governing documents, such as covenants, conditions and restrictions (CC&Rs). Buying property in an HOA governed community generally requires mandatory membership and compliance. Members pay regular dues (monthly, quarterly or annually) and may face fines for violating regulations. HOA’s can enforce rules via fines, lawsuits or by placing a lien on the property that can eventually lead to foreclosure for unpaid fees.
What is the purpose of a property management company for an HOA?
The property management company acts as the operational agent for the board, handling day-to-day administration, resale certificates, financial management, vendor coordination, owner issues, and rule enforcement. They ensure compliance with Texas state laws, such as property code and non-profit corporation act, while executing maintenance, collecting dues and managing community resident communication to uphold property values. The property management prepares yearly budgets, collects assessment/dues, produces financial reports and tracks delinquencies. Conducting property inspections regularly makes sure all owners are in compliance with the rules and regulations. Violations and fines are issued to those owners that are not in compliance. Management schedules and oversees routine maintenance and manages the vendors. Board meetings, recording minutes, handling owner’s inquiries, facilitating the ACC application process for modifications to an owner’s home and maintaining records are also part of the management company’s role. Most importantly, management ensures the association adheres to Texas laws, including Texas Property Code and the communities’ governing documents.

ACC Requests:
Any modification to the exterior of your home must be approved by the board, before the work starts. If an owner does not get approval, a violation with a fine will be issued until approval is received. If project is not approved, owner will have to remove the project already completed. All requests can be made through the owner’s portal. If an owner does not have an owner’s portal, they can submit plans to the management office.
Enforcement:
Compliance enforcement is done monthly. If an owner is not in compliance with the rules and regulations a friendly reminder will be issued. If the owner does not fix the issue, the next violation will be issued with a fine attached. This fine is added to the owner’s account.
Work Orders:
If you see an issue in the common area that needs maintenance, please submit a work order through the owner’s portal. If you do not have an owner’s portal you can email management at sparrowgrouptx@gmail.com.
HOA Documents:
All documents pertaining to the HOA are found on the owner’s portal (link below); monthly financials, governing documents, calendar, announcements, rules and regulations, fine enforcement, etc.
