Do the waterfront lots extend to the water?
Yes. Some lots actually extend all the way out into the water ensuring property owners will always have access to the lake.
Can you have private docks?
Yes, any lot with a minimum of 100’ of shoreline is allowed to have a dock.
What types of docks are allowed?
Most docks are floating docks due to the water level fluctuation.
What are the homeowners' association dues?
They are currently $350.00 annually with notices mailed in June.
What lake access do off-water lot owners have?
There is a local marina that has a boat ramp and slips available for rent. The boat storage within Heron Landing is available for all lot owners to store boat trailers in a secure area.
How many lots are in the neighborhood?
As of Fall 2021, there are 127 Lots. Section A has 52, Section B has 35, Section C has 40.
What are local real estate taxes?
Heron Landing is located within Pittsylvania County, Virginia. Taxes are based on 100% of assessed value. As of 2018, the tax rate is $.62 per $100 of assessed value.
Are there public utilities available?
All water and sewer will be private systems on each lot, provided by the lot owner. All lots have a Virginia Department of Health approved septic system for a 3 bedroom home and an approved well location. The electrical lines are underground and serviced by Southside Electrical Cooperative.
Are there any restrictive covenants?
Yes, all lots are subject to a recorded set of covenants. Homes must be a minimum of 1,600 square feet, exclusive of garages and porches. No exposed foundations are permitted. Trailers, mobile homes, motor homes, garages, tents, or other temporary structures are not allowed. Architectural review and approval is required prior to any construction. Sites may be combined to form a larger site but may not be further subdivided.
What is the status of development?
As of 2023, there are some waterfront and interior lots available. Twenty homes have been completed for full-time residence or vacation home use. The developer, Willow Oaks, turned the subdivision over to the homeowners in June 2011.

History
Leesville Lake and Smith Mountain Lake were constructed in the early 1960s with completion in 1963. Smith Mountain Project is a 636-megawatt pumped storage hydroelectric facility that utilizes an upper reservoir (Smith Mountain Lake) and a lower reservoir (Leesville Lake). Water stored in Smith Mountain Lake first passes through turbine-generators in the powerhouse to produce electricity and is discharged into Leesville Lake. Most of the water is retained in Leesville Lake and pumped back into the Smith Mountain Lake for re-use. A portion of the water goes through the turbine-generators at the Leesville powerhouse to generate additional electricity and to meet the minimum discharge requirements of the project's operating license.

Leesville Lake is owned by American Electric Power (AEP) and is part of the Smith Mountain Project
Operation of the Lake
Power is normally generated by allowing water to pass through the turbines at Smith Mountain Lake. That water flows into Leesville Lake and eventually through the turbines at Leesville Dam. At periods of low electrical demand, the turbines at Smith Mountain Lake are reversed and water is pumped from Leesville Lake back into Smith Mountain Lake. The normal operating range of Leesville Lake is from elevation 600 up to an elevation of 613.
The plat for Heron Landing will reference the 620 contour. The high water level and the flowage easement held by AEP is located along the 620 contour. All lot acreages are calculated to the 620 contour. Lots do extend out beyond the 620 contour which ensures that lot owners will always have access to the lake and any docks they construct.
Leesville Lake Statistics
Leesville Lake is approximately 17 miles long, includes 100 miles of shoreline, and encompasses approximately 5,000 surface acres. Its project boundary is the 620 foot contour elevation while the project fluctuates between the 600 and the 613 foot contour elevations.
Docks
Private docks are allowed and may be subjected to the AEP Shoreline Management Plan. All docks must be permitted by Pittsylvania County. Waterfront lots with at least 100 feet of shoreline are permitted to have a dock.
Fishing
Fishing at Leesville Lake has been very good in recent years. Anglers catch Largemouth and Striped Bass, Crappie, and Bream. Largemouth fishing is best in spring and fall. Striper fishing is best in fall and winter. Leesville Lake hosts several tournaments throughout the season.
Boating
State boating regulations are the only regulations boaters at Leesville Lake are subject to. There are no horsepower restrictions. Pontoons and fishing boats are the most popular boats found on the lake.

TLAC is an administrative department for the four counties surrounding Smith Mountain and Leesville Lakes, administering local government money for such needs as debris cleanup, weed control and placement of navigational aids.
